Will coordinate activities involved with procuring goods and services, such as raw materials, equipment, tools, parts, supplies and advertising for establishment.

SUMMARY OF DUTIES:

Under the direct supervision of the Vice President of Student and Campus Services, performs the following duties:

  1. Confers with vendors to obtain product or service information, such as price, availability, and delivery schedule.
  2. Selects products for purchase by testing, observing, or examining items.
  3. Estimates values according to knowledge of market price.
  4. Prepares purchase orders or bid requests.
  5. Determines method of procurement, such as direct purchase or bid according to finding source requirements, federal regulations, and UTTC policy.
  6. Reviews bid proposals and negotiate contracts within budgetary limitations and scope of authority.
  7. Maintains manual or computerized procurement records, such as items or services purchased, costs, delivery, product quality or performance, and inventories.
  8. Discuss defective or unacceptable goods or services with inspection or quality control personnel, users, vendors, and others to determine source of trouble and take corrective action.
  9. May approve invoices for payment.
  10. Performs other duties as assigned.

INDEPENDENCE OF ACTION:

Will need to be able to make decisions based on policy and procedures of UTTC.

WORKING CONDITIONS:

Normal working hours are from 8:00 am until 5:00 pm with one hour for lunch.  Additional hours will be required as needed to complete projects.  Occasional travel may be required.  Ability to lift 30 lbs or more, bend, stoop and carry equipment as needed.

MINIMUM QUALIFICATIONS:

Bachelor’s degree in business with three (3) years experience in purchasing and procurement.  A Master’s degree is preferred.

OTHER REQUIREMENTS:

Preference will be given to bona fide American Indian applicants in accordance with UTTC policies and Federal Indian regulations for such preference.

If selected for the position, the applicant is subject to a complete background investigation with favorable determination.
